The Open Water Course has got to be the toughest course for a new scuba instructor to teach as the course has quite a long duration and the non divers often have fears to overcome in addition to learning to dive.
The newly qualified scuba instructor builds confidence more quickly by teaching less intense courses to already qualified divers. What better than to teach others about the things that we love to see or do underwater, like fish, wrecks, photography, etc.
